Killinger further comments on the business model and the lengths the management company goes to in order to help residents maintain a safe and comfortable place to live.

“We personally interview each prospective resident and conduct criminal background checks,” Killinger explains.

“Our process is thorough and ends up forcing us to turn down two out of every three applicants. However, in the end, we go to bed at night knowing we’ve done everything we can to ensure the safety of our current residents.”

“Initially, this causes a very high vacancy rat, but we buy each property knowing this is the case and prepare for it."

"As time goes on and the units are filled, our business model drastically reduces long-term tenant turnover, which in turn creates a viable community with that village mentality.”

Cosmetic and structural improvements are also key in changing the culture. While many improvements have already been made, LLC has plans to build car ports with lights, install new landscaping, upgrade the drainage and replace all the roofs.

The fact of the matter is that we can’t tear down 24,000 apartment units in Lake Highlands.

LLC is working to provide our community with a template for how to go about changing the culture of crime and drugs that many of our problematic apartment complexes face today.

District 10 City Councilman, Jerry Allen, likes what he sees in this model.

“When it comes down to it, I have three objectives in mind each and every day when I get out of bed in the morning - public safety, economic development and quality of life for the people I represent,” says Allen.

“However you care to look at it, the Learning Links Center business model effectively addresses these objectives," he continues.

"I can’t tell you how excited I am that they've decided to invest in Lake Highlands, and I’ll do everything in my power to be sure they stay focused on our community.”
